Brief Description
The incumbent exercises direction and control over the Borough’s accounting and financial reporting function, including establishing and monitoring the Borough’s internal control over financial reporting and grants accounting and reporting compliance.
Primary Duties
BASIC FUNCTION:
Under the general direction of the Chief Financial Officer, the incumbent exercises direction and control over the Borough’s accounting and financial reporting function, including establishing and monitoring the Borough’s internal control over financial reporting and grants accounting and reporting compliance, and disseminating accurate and timely accounting and financial information. Performs a full range of complex management, accounting, technical, administrative, supervisory, and financial duties and provides overall planning, coordination, and accountability for large complex projects.
TYPICAL DUTIES:
1. Provide management and administration of the Accounting division; control and review of the Borough’s accounting, financial reporting, and grants compliance activities and internal control over the same. Responsible for the overall direction of the Accounting Division’s employees, including but not limited to hiring, training and professional development, motivation, evaluation, and discipline. Schedule, assign, direct, coordinate, oversee, and review the work of the division.
2. Ensure that Borough accounting and financial reporting activities are performed accurately, timely, and in compliance with current federal, state, and local laws, regulations, contracts, and other authoritative directives.
3. Maintain and troubleshoot the Borough’s financial systems. Plan, test, and implement new or updated financial systems software, including data conversions if needed. Supervise and/or train Borough staff in the use of the financial systems. Determine and oversee maintenance of all application-level security.
4. Coordinate with other departments, divisions, sections, as appropriate to perform the duties and responsibilities of the accounting and financial reporting activities of the Borough.
5. Keep current with developments and authoritative changes affecting the Borough’s accounting, financial reporting, grants compliance, and other financial activities. Research, interpret, apply, and implement authoritative directives to which the Borough is subject. Select and maintain materials for the Accounting library.
6. Monitor economic trends and new governmental accounting and financial concepts and techniques that affect the Borough. Provide expert accounting, financial, and management advice to the Chief Financial Officer, and to the Administration and Assembly as needed.
7. Oversee the fiscal year-end accounting and closing tasks, audit preparation, the annual financial and single audits, other periodic audits within the division, and preparation of the financial statements and reports. Coordinate with the Assembly Audit Committee.
8. Establish, maintain, and monitor the Borough’s internal control over financial reporting and grants compliance, creating and modifying policies, procedures, and guidelines as necessary. Evaluate and streamline processes for effectiveness and efficiency.
9. Manage projects, including planning, budgeting, resource allocation, procurement, implementation, training, Borough wide communications, and project debriefing.
10. Formulate Accounting division goals and objectives; prepare and manage its budget.
11. Respond to financial and accounting related inquiries.
12. Prepare and present formal training, information sessions and other presentations. Represent the Borough at meetings and hearings, as appropriate.
13. At the direction of the Chief Financial Officer, provide assistance to other divisions of the Financial Services department.
14. Job responsibilities require working additional hours outside the Borough’s normal business day, cyclically and for particular projects, special circumstances, and public meetings.
Qualifications
MINIMUM QUALIFICATIONS:
1. Bachelor’s degree in Accounting from an accredited institution or program and passing of the AICPA Uniform Certified Public Accounting Examination or a CPA or a former CPA of good standing.
2. Five (5) years of recent professional accounting and/or financial auditing experience in a position of responsibility and authority, including a minimum of two years of direct experience in governmental accounting/auditing.
3. Three (3) years supervisory experience is required, preferably in a union environment, with demonstrated ability to plan, coordinate, and direct work of subordinate staff. One (1) year management experience is preferred.
4. Demonstrated and verifiable background and experience in general ledger and internal and external financial reporting is required. Knowledge of current governmental accounting is required. Experience in the following areas is preferred: governmental budgeting and control, grants accounting and compliance, governmental financial and single audits, encumbrance accounting, capital assets accounting, accounts payable, bank reconciliations, accounts receivable, payroll, inception-to-date accounting and financial reporting, governmental purchasing.
5. Demonstrated experience applying GAAP and federal grants laws and regulations. Knowledge of generally accepted auditing standards and generally accepted government auditing standards is required. Must have an understanding of internal control over financial reporting and over grants accounting and reporting compliance.
6. Must have recent verifiable experience with operation of, and research using, an enterprise-wide integrated financial management system and experience in maintaining an automated general ledger. Participation in activities related to vendor-developed, off-the-shelf financial management software is preferred.
7. Must have recent extensive and verifiable analytical experience and demonstrated ability to perform complex analyses using a sophisticated, integrated financial management system, applying knowledge and judgment of inter-relationships of data and other information.
8. Demonstrated proficiency using electronic spreadsheets and word processing software. Experience with recent versions of the Microsoft Office suite (particularly Word, Excel, Outlook, and PowerPoint) and Adobe Acrobat Pro is preferred. Must be accurate and proficient at keyboarding and with a 10-key calculator , preferably by touch.
9. Project management experience preferred.
10. PREFERRED: Ability to have and maintain a valid driver’s license and to meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST.)

4. Ability and temperament to contemporaneously organize, prioritize, coordinate, oversee, manage, and perform multiple functions, projects, and tasks, whose priorities change frequently. Ability to perform these work activities accurately, efficiently, and timely with minimal direction, sometimes under stressful situations and short deadlines.
5. Must be able to communicate courteously, professionally, clearly, and concisely, both verbally and in writing. Demonstrated ability to establish and maintain effective and professional working relationships.
